The stock gauge is extremely unreliable, but you should still be seeing ~90 PSI when it's cold (at least, if you're above idle). If he's reading those numbers from a reliable gauge, then those numbers are definitely too low. Low oil pressure + ticking is a HUGE indicator of an oil starvation. The oil pickup is at the lowest part of the pan on the driver's side, and the pan actually has a little circular area at the very bottom that comes down even further than the rest of the pan: that's right where the pickup tube is, and it's always the first part to get bashed in.
